Tax-free income limit of 4 lakh taka, bank accounts can be opened without TIN

The National Assembly has passed the Finance Bill-2026. The passed bill has increased the tax-free income limit for individual taxpayers to 4 lakh taka. In the proposed budget, this limit was 3 lakh 75 thousand taka. As a result, income up to 4 lakh taka per year will be tax-free from the next fiscal year.
The proposal to make TIN mandatory for opening a bank account has also been withdrawn. As a result, the common man will be able to open a new bank account without TIN as before. At the same time, the provision to make TIN mandatory for land and flat deed registration, allotment and name transfer in city corporations and municipal areas has also been removed.
Several other important amendments have been made in the Finance Bill. Tax on private universities has been reduced from 10 percent to 5 percent. VAT on digital advertisements has been set at 5 percent instead of 15 percent. VAT has been exempted at certain levels in the fish supply and telecommunication sectors.
To facilitate domestic industries, duty and tax exemptions have been provided on the import of raw materials for shrimp, medicines, electrical wires, PVC, PET resin, refined copper and fire safety equipment. In addition, new provisions have been added regarding the distribution of dividends by listed companies, filing of audited financial statements and use of BIN of businesses.
