UP administrative officers submit memorandum demanding implementation of 10th grade in Panchagarh

A memorandum has been submitted to the Deputy Commissioner demanding implementation of 10th grade by Union Parishad administrative officers in Panchagarh district. The leaders of the Panchagarh District Union Parishad Administrative Officers Committee handed over the memorandum to the Advisor of the Ministry of Local Government, Rural Development and Cooperatives at the office of the Deputy Commissioner on Thursday (December 4) afternoon.
The memorandum mentions that since 1870, the Union Parishad has been providing services at the doorstep of the people as the oldest institution of local government. Under the leadership of the Union Parishad Chairman, administrative officers are working tirelessly to implement various development activities of the government. According to the Right to Information Act-2009, administrative officers play an important role as information officers, authorized persons for birth and death registration and joint signatories in managing the bank accounts of the UP.
It further states that according to the Local Government (Union Parishad) Officers and Employees Recruitment and Employment Rules, 2011, the educational qualification of UP administrative officers is graduation (2nd division), but they are currently working in the 14th grade as per the pay scale-2015. Although there is an opportunity for promotion to the next higher post as per Rule No. 13 of the rules, they have been deprived of promotion for a long time due to the lack of a specific explanation of which post will be considered as a promotion step.
The memorandum demands the immediate implementation of the 10th grade and the determination of a clear promotion structure to put an end to this.
Additional District Magistrate SM Imam Raji Tulu accepted the memorandum on behalf of the Deputy Commissioner. At that time, Panchagarh District Union Parishad Administrative Officers Committee President Aliul Islam, General Secretary Harun Or Rashid, Administrative Officers Ibrahim Khalilur, Kamruzzaman, Khalilur Rahman Mamun, Nurjahan Begum, Rabiul Haque and other leaders of the committee were present.
